Guest Lecturer / Guest Speaker / Performer Agreements
*Beginning on September 1, 2025 all Guest Lecture, Speaker and Performer/Artist Agreements MUST be reviewed by Human Resources prior to submitting contract for review through TDX by completion and submission of Independent Contractor Form - HR. HR must review to determine if supplier is paid via requisition or as an employee through Payroll.
- Submit completed Independent Contractor Form to Payroll payroll@twu.edu
- HR will sign form and direct approval to process via payroll (as employee) or contractor through requisition/PO
New Contract Templates
- Guest Lecturer Agreement - used for LECTURING to students in a classroom setting only. There should be a faculty member and course number included in contract.
- Guest Speaker Agreement - used for SPEAKING on campus outside of classroom setting. No course number would be associated with this type.
New Required Documentation:
*A professional resume or CV (Curriculum Vitae) must be provided for all Guest Lecturer, Speaker, and Performer/Artist Agreements and should be a part of your supporting documentation when entering your TDX Contract Routing Ticket.

Executive Order GA-48
Governor Abbot issued Executive Order GA-48 on November 19, 2024. This order creates additional requirements for Texas public education institutions and other state agencies regarding activities involving: China, Cuba, Iran, North Korea, Russia or Venezuela
Pursuant to Executive Order GA-48, all TWU personnel:
- are prohibited from entering into a contract or PO with a country named above
- are prohibited from accepting any gifts, regardless of value, from an entity associated with the countries listed above;
- are prohibited from traveling on behalf of TWU to the countries listed above; and
- must notify TWU of any personal travel to the countries listed above prior to that travel and submit a post travel brief outlining the details of the trip, including the dates and purpose of the travel.
Tx-Ramp
Beginning January 1, 2022, Texas Government Code § 2054.0593 mandates that state agencies and Institutions of Higher Education must only enter or renew contracts to receive cloud computing services that comply with TX-RAMP requirements.
In the 87th Legislative Session, the Texas Legislature passed Senate Bill 475, requiring the Texas Department of Information Resources (DIR) to establish a state risk and authorization management program that provides “a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency.” To comply, DIR established a framework for collecting information about cloud services security and assessing compliance with required controls and documentation. This may initially lead to a delay in the risk assessment process for cloud services while TWU works to get required certifications established.
