Does the Promise Partnership award or Zero Tuition Guarantee cover room and board?
No, the last-dollar award for the Promise Partnerships and the Zero Tuition Guarantee are only applied to tuition and mandatory fees.
Can I use the Promise Partnership award or Zero Tuition Guarantee to pay for my tuition and fees, then use other scholarships to pay for room and board?
No, students must accept any and all gift aid (scholarships and grants) which will be applied to tuition and mandatory fees first. Any remaining balance for tuition and mandatory fees will then be covered by the Promise Partnership last-dollar award or Zero Tuition Guarantee. If the student’s gift aid exceeds the cost of tuition and mandatory fees, then that gift aid will be applied to the cost of room and board.
When do I receive the Promise Partnership award or Zero Tuition Guarantee?
Students will receive an eligibility notification to their TWU Student Email if they are eligible for the Promise Partnership award or Zero Tuition Guarantee.
Eligible students will receive this last-dollar award each semester after the 12th day of classes (Census Day). This is to ensure that no changes can be made to a student’s class schedule and their actual cost for tuition and fees is accurate.
Students may need to make payment arrangements or enroll in an installment payment plan to secure their classes before Census Day. All installment plans have a non-refundable fee. Visit the Bursar's Office for more information.
How long will I receive the Promise Partnership award?
This award may be renewed, based on availability of funds and as long as all requirements are met, up to four (4) consecutive years for First Year students, up to two (2) consecutive years for Transfer students, or upon completion of degree, whichever comes first. Scholarships renew automatically after spring grades are posted and audited for eligibility determination.
Will the Promise Partnership award cover my summer classes?
No, this award is only applicable to fall and spring (long) semesters in which a student is enrolled full-time.

My program doesn’t start until a semester after I graduate with my associate’s degree, will I still be eligible for the Promise Partnership award?
Yes, students who apply for programs whose start date begins a semester or more after their graduation may still be eligible for the last-dollar award. These programs include:
- Communication Sciences - B.S.
- Dental Hygiene (Professional Entry-Level Program) - B.S.
- Nursing - B.S.N.
- Nutrition (Dietetics) - B.S.
Does the Promise Partnership award or Zero Tuition Guarantee apply to graduate programs?
No, these last-dollar award are only applicable to undergraduate degrees. Graduate students may apply for other financial aid and scholarships.
What does ‘Pell Grant Eligible,’ ‘EFC,’ or ‘SAI’ mean?
- Federal Pell Grants usually are awarded only to undergraduate students who display exceptional financial need and have not earned a bachelor's, graduate, or professional degree.
- EFC (Estimated Family Contribution) is an index number used to determine your eligibility for federal student financial aid. This number results from the information you provide in your Free Application for Federal Student Aid (FAFSA®) form or Texas Application for State Financial Aid (TASFA). The EFC range for Pell Grant eligibility during the 2023-24 school year is $0-$6,656. Students that complete a FAFSA can view their EFC on their Student Aid Report (SAR) within their MyFAFSA. Students that complete a TASFA can view their EFC on their TWU Financial Aid Award Letter located in their Self-Service Portal.
- SAI (Student Aid Index) This is the new calculation on the 2024-25 FAFSA form that will determine a student’s ability to pay toward their university education. There is not currently a range for Pell Grant eligibility as the 2024-25 FAFSA form will not be released until approximately December 2023.
