EPC Policy Development

The Executive Policy Committee ("EPC") was formed in 2021 and is charged with reviewing all TWU policies. The EPC meets quarterly to provide guidance through the policy development and publication process. The purpose of the EPC is to increase communication and transparency throughout the policy management process. The EPC is composed of university division leaders.

Most policies are on a six-year review cycle, though a few are reviewed every one, two, or three years. Policy reviews are divided across the EPC cycle to balance the complexity and length of reviews for each Policy Owner.

The EPC is supported by “Portfolio Representatives,” the TWU administrators who help review and develop policies in each University division.

All policies are regularly reviewed by the EPC following the steps below. This is a general framework, so some reviews may differ.

Ad Hoc Policy Development

Ad hoc policy development occurs when a policy requires substantive revisions or needs to be created outside of the regular EPC schedule. Typically, ad hoc development is initiated by the Policy Owner, but it may be initiated by the University Policy Office or the Office of General Counsel.

Ad hoc policy development will mirror the EPC workflow, but the legal sufficiency review, Cabinet discussion, and Chancellor approval steps may be waived if revisions are limited.

Non-substantive Revisions

“Non-substantive revisions” mean policy changes that don’t affect the content of a policy. Non-substantive revisions include fixing typos, grammatical errors, formatting errors, and broken hyperlinks.

Non-substantive revisions are not required to follow the regular steps of the policy development process. Contact the University Policy Office to address a non-substantive revision.
