Lloyd Harrell served as city manager for 30 years in four city governments. He left full-time city employment when he retired from Chandler, Arizona where he served for more than six years. Prior to going to Chandler, Harrell was the City Manager for Denton, TX for almost ten years. He has also been the city manager for Liberty, MO and Nevada, MO and worked in the city manager’s office in Stillwater, OK and Boulder, CO.
Mr. Harrell received his masters of Governmental Administration from the Wharton School of Business-Fels Institute of Local and State Government, University of Pennsylvania. His Bachelor of Arts is in Political Science from William Jewel College in Liberty, MO.
Mr. Harrell has been the recipient of many honors and awards including holding state offices in three state manager’s associations and serving as a vice president of the International City/County Management Association.
For about 15 years, Harrell served as an adjunct professor for Arizona State University where he taught in the MPA Program. Also, he is serving as a Senior Advisor for the State of Arizona in which capacity he mentors those new to the city management profession and counsels with managers who may be experiencing job difficulties.
