About LEMIT

The Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) is the largest and most sophisticated statewide preparation program for police management in the United States. LEMIT's Leadership Command College (LCC) Module II is conducted on the campus of TWU in Denton.

The LEMIT Mission

To serve the people of Texas by providing leadership development for the state’s law enforcement executives in a manner that celebrates and honors the law enforcement profession, our state and national constitutional heritage, and promotes the highest principles of public administration as embodied in the trusteeship theory of government through careful examination of the social, legal and political environment in which these Texas public service officials must operate.

History of LEMIT

The Law Enforcement Management Institute was created by the 69th Texas Legislature through the sponsorship of State Representative Bill Blackwood to develop the administrative, analytical, and executive skills of current and future law enforcement officials without cost to either the participant or his/her agency. Due to Blackwood's efforts, the 73rd Texas Legislature renamed the Institute in his honor in 1993.
