Update on Sept. 19 Presidential Proclamation Affecting Certain Work Visas

Dear TWU Faculty,

On September 19, 2025, the White House issued a Presidential Proclamation: “Restriction on Entry of Certain Nonimmigrant Workers.” In brief, it restricts the entry into the United States of certain H-1B visa holders, requiring a $100,000 payment to accompany or supplement H-1B petitions for new applications. The White House Fact Sheet summarizes the proclamation.

What this means for our community:

  • If you are already in the United States and do not plan to travel internationally, this proclamation does not immediately affect you.
  • If you are an H-1B employee currently outside the U.S. and seeking entry or visa adjudication, your international travel may be affected. It is advisable to consult with an immigration attorney regarding international travel plans.
  • We anticipate additional federal guidance regarding implementation and enforcement of the proclamation.  We will continue to actively monitor developments and share updates as available.
