Chapter 31 benefits are available to veterans who qualify for vocational rehabilitation assistance services. Educational benefits and eligibility requirements are determined by a VA case manger on an individual basis.
What is Vocational Rehabilitation?
The Vocational Rehabilitation (Chapter 31) program’s primary function is to help individuals who have service-connected disabilities become suitably employed, maintain employment or achieve independence in daily living.
How do I to apply?
You can apply online though the GI Bill website at: http://vabenefits.vba.va.gov/vonapp/main.asp
Your application will be sent directly to the VA office and you will receive and automated email from the VA confirming they received your application.
What happens next?
A comprehensive evaluation will be completed by a Voc Rehab Counselor that includes a full assessment of individual’s interest, aptitude and abilities. The next assessment will evaluate if the disability impairs the individual’s ability to find and/or hold a job. Once the assessments are complete, a Voc Rehab counselor will create a customized rehabilitation plan.

TWU Bookstore Checklist for Voc Rehab
1) Review Supply List
Review Veteran Supply Guide. If you need an item that requires approval, contact your case manager and they will need to submit the approval form to the Bookstore.
2) Print out Vocational Rehabilitation form
Print out Vocational Rehabilitation Program Form. This is the PDF file that TWU Veterans Program emailed to you at the begining of the term. The bookstore may require you to present this document.
3) Gather supplies and Checkout
Gather your supplies and text books and then proceed to the Checkout counter.
At the counter, say “I am a Chapter 31 Veteran.” This greeting will inform the sales member that your supplies and books are paid for by a third-party.
4) Credited account checkout
Sales members will complete purchase as a credited account, and you will then sign the sales receipt. Be patient with sales members, they are student workers and may be new to TWU. If you have any trouble or concerns about the bookstore contact Lindsay Davis.
5) TWU Bookstore representative
Lindsay Davis, Bookstore accounting clerk, is the main contact for Veterans at the TWU bookstore. You can contact Lindsay at 940-898-3103. Lindsay is a liaison between the bookstore and your VA Case manager. Lindsay can help with special orders, item requests and submitting Chapter 31 billing forms.
6) TWU VA Representative
Curtis Blair, TWU’s Veterans Representative, is the main contact for Veterans at TWU. You can contact Curtis at cblair3@twu.edu or by phone at 940-898-3069. Curtis is a liaison between TWU and the VA. Curtis can help with VA education benefits, VA procedures, and TWU procedures.
