Mr. Phelps holds a master's degree in Health Care Administration. He has a Doctor of Jurisprudence. He has served as an Assistant Executive Director of Humana, Inc. hospitals and the Vice President of General Services for a 400 bed tertiary hospital. He has 20 years of experience as a Health Care attorney and eight years experience teaching graduate courses at Texas Woman's University.
At T.W.U., Mr. Phelps teaches Health Law, Human Resources Management in Healthcare Administration, Ethical Analysis in Health Services, Marketing for Health Services, Managing the Hospital Setting, Managing the Outpatient Setting, and Managing the Long Term Care Setting.
